Abstract: У статті наведено аргументи щодо важливості функціонування закладів позашкільної освіти в умовах сучасних трансформацій. Головна увага зосереджена на нормативно-правовому аспекті роботи закладів позашкільної освіти: проаналізовано основні зміни у їх юридичному статусі, охарактеризовано основні документи, що визначають їхнє становище сьогодні. На основі чотирирівневої систематизації нормативно-правового забезпечення розглянуто процес управління закладами позашкільної освіти, виявлено основні здобутки та проблеми у даному контексті.
The article presents arguments on the importance of the functioning of out-of-school education institutions in the conditions of modern socio-economic, socio-political and cultural transformations. It is determined that out-of-school education institutions are at the origins of all innovations in the educational process and have a wide potential for providing various services in this area. The methodological basis of the study are the leading principles of scientific knowledge: scientific, systematic and pluralistic. The article is performed using problem-chronological, system-structural, logicalanalytical, empirical-theoretical methods. The main attention is focused on the normative-legal aspect of the work of out-of-school education institutions: the main changes in their legal status are analyzed, the main documents that determine their position today are described. On the one hand, the article considers out-of-school education institutions in the context of the modern education system as its integral element, and on the other hand, attention is focused on the differences of such institutions, their uniqueness. Based on the four-level systematization of regulatory and legal support, the process of management of out-of-school education institutions is considered, the main achievements and problems in this context are revealed. The provisions and conclusions of the article are based on the Constitution of Ukraine, Laws of Ukraine, Decrees of the President of Ukraine, Resolutions and Orders of the Cabinet of Ministers of Ukraine, orders and letters of the Ministry of Education and Science of Ukraine and other Ministries and agencies, international treaties and conventions. Such a broad source base allowed us to conclude that out-of-school education institutions have been significantly transformed from educational institutions that were part of traditional educational institutions to independent educational units. The Law of Ukraine «On Extracurricular Education» clearly defines the place, role and main tasks of extracurricular education institutions in the formation of new competencies in their applicants.
