Управління відходами у територіальних громадах (на матеріалах Тернопільської області)

Abstract

The article analyzes the state of organization of waste management and treatment in territorial communities. The main regulatory legal acts and documents of state and regional planning on which the waste management process is based are considered. The waste management process is based on state planning documents and regulations, in particular: The Laws of Ukraine “On Environmental Protection”; “On the Basic Principles (Strategy) of the State Environmental Policy of Ukraine until 2030”; “On Waste”; “On Ensuring Sanitary and Epidemiological Well-Being of the Population”; “On Environmental Impact 127 Assessment”; “On Strategic Environmental Assessment”; the National Waste Management Strategy in Ukraine until 2030; and the National Waste Management Plan until 2030. The main changes in waste management envisaged by the Law “On Waste Management” on July 9, 2023 are a new effective permitting system, decentralization of waste management; multi-level planning; infrastructure development; European principles – waste management hierarchy, extended producer responsibility, “polluter pays”. The Regional Waste Management Plan for Ternopil Region until 2030 proposes to divide Ternopil Region into 4 coverage areas (clusters) based on optimal logistics: Ternopil, Berezhany, Kremenets and Chortkiv. The implementation of the Regional Waste Management Plan in Ternopil Region until 2030 will contribute to the creation of an integrated waste management system in Ternopil region, considering local waste management needs, and ensuring sustainable environmental development of the region.
