Проблеми управління побутовими відходами у Тернопільському районі

Abstract

У кваліфікаційній роботі узагальнено теоретико-методичні засади дослідження проблем управління побутовими відходами. Досліджено сучасний стан та структуру системи управління побутовими відходами у Тернопільському районі, проаналізовано ефективність існуючих підходів до їх сортування та оброблення в громадах різного типу (міських та сільських). Обґрунтовано рекомендації щодо впровадження екологічно безпечних методів поводження з відходами. Проаналізовано нормативно-правову базу управління відходами в Україні, зокрема Закон України «Про управління відходами» та Національну стратегію управління відходами до 2030 року. Оцінено обсяги сміттєзвалищ, кількість ліквідованих та існуючих стихійних сміттєзвалищ у Тернопільському районі на основі даних Державної екологічної інспекції. Висвітлено діяльність сміттєсортувальних комплексів у Бережанській громаді, с. Плебанівка Теребовлянської громади та на Малашовецькому полігоні. Розглянуто роботу пунктів прийому вторсировини через «Екомапу Тернополя» у мобільному додатку «e-Тернопіль».У роботі систематизовано закордонний досвід управління відходами (Польщі, Німеччини, Чехії, Італії, Австрії) та запропоновано шляхи його імплементації для Тернопільського району. Окрему увагу приділено проблемам видалення відходів на Малашовецькому полігоні, зокрема ризикам забруднення підземних вод та пожежній небезпеці. Визначено основні напрями вдосконалення системи управління побутовими відходами: розширення мережі контейнерів для роздільного збору, розвиток компостування органічних відходів, впровадження депозитної системи збору тари та посилення екологічної просвіти населення.

The qualifying work summarizes the theoretical and methodological foundations of studying household waste management problems. The current state and structure of the household waste management system in the Ternopil district are investigated; the effectiveness of existing approaches to sorting and processing waste in different types of communities (urban and rural) is analyzed. Recommendations for implementing environmentally safe waste management methods are substantiated.The legal framework for waste management in Ukraine is analyzed, including the Law of Ukraine "On Waste Management" and the National Waste Management Strategy until 2030. The volumes of landfills, the number of liquidated and existing unauthorized dumps in the Ternopil district are assessed based on data from the State Environmental Inspectorate. The operation of waste sorting complexes in the Berezhany community, the village of Plebanivka (Terebovlia community), and the Malashivtsi landfill is highlighted. The work of secondary raw material collection points through the "Ecomapa of Ternopil" in the "e-Ternopil" mobile application is considered.The work systematizes foreign experience in waste management (Poland, Germany, the Czech Republic, Italy, Austria) and proposes ways for its implementation in the Ternopil district. Special attention is paid to the problems of waste disposal at the Malashivtsi landfill, in particular, the risks of groundwater pollution and fire hazards. The main directions for improving the household waste management system are identified: expanding the network of containers for separate collection, developing composting of organic waste, implementing a deposit system for packaging collection, and strengthening environmental education of the population.
