Abstract: The low level of legal culture of Ukrainian society encourages the search for ways to improve it. Legal education at school, especially at primary school, is one of such ways. Legal education includes improving the legal competence of pupils and parents, prevention and elimination of aggression, bullying and other violations of children’s rights. To solve this problem, the technology of bases of legal culture formation in pupils at primary schools has been substantiated. The technology consists of conceptual-target, content, procedural (algorithm of actions, forms, methods, means of legal education) and the result components; the leading idea is to present difficult things in an attractive way for pupils. The program “In the legal country of childhood” is a unique component of the technology and includes small children’s performances “Aunt Owl about our rights”, discussions, opening of paintings about the rights of fairy-tale characters, games, quizzes, conversations with children and parents about rights and responsibilities, creating the “Constitution of the legal country of childhood”. The effectiveness of the developed technology has been proved by the experiment: a decrease (almost three times) in the number of pupils who were at a low level of bases of legal culture formation have been found out; the number of children who were at a high level of bases of legal culture formation increased (from 17.6% to 27.5%).
