Співпраця України і Турецької Республіки в енергетичній сфері в 1991–2021 рр.

Abstract

Мета дослідження – на основі джерельних матеріалів і наукової літератури про- аналізувати зміст й особливості співпраці між Україною та Турецькою Республікою в енергетичній сфері у 1991–2021 рр., окресливши її перспективи надалі. Методологія дослідження спирається на використання низки загальнонаукових методів (моніторинг, порівняння, аналіз, синтез, узагальнення), а також застосування спеціальних методів історичного дослідження, а саме історико-типоло- гічного та історико-системного. Наукова новизна дослідження полягає в тому, що в його процесі проведено комплексний огляд питання співпраці України і Турецької Республіки в енергетичній сфері в 1991–2021 рр., виявлено її важливість для країн на сучасному етапі. Висновки. Незважаючи на те що уряди обох держав у 2011 р. підписали меморандум «Про взаєморозуміння у галузі енергетики між Міністерством енергетики та вугільної промисловості України і Міністерством енергетики та при- родних ресурсів Турецької Республіки», який містив низку пропозицій про співпрацю у сферах відновлю- вальної та ядерної енергетики, розробки родовищ і видобування ресурсів вуглеводнів, досі масштаби співпраці України і Турецької Республіки в енергетичній сфері в 1991–2021 рр. не були суттєвими. На нашу думку, основними причинами цього стали погана логістика, декларативна основа співпраці та критичне недофінансування цього процесу. Так, Україна в процесі співпраці з Турецькою Республі- кою в 1991–2021 рр. у сфері енергетики загалом виконувала роль альтернативного постачальника турецьких енергоресурсів.

The purpose of the study is to analyze, based on source materials and scientific literature, the content and features of cooperation between Ukraine and the Republic of Turkey in the energy sector in 1991–2021, outlining its prospects for the future. The research methodology is based on the use of a number of general scientific methods (monitoring, comparison, analysis, synthesis, visualization), as well as the application of special methods of historical research, among which it is worth mentioning the historical-typological and historical-systemic methods. The scientific novelty of the current study lies in the fact that in its process a comprehensive review of the issue of cooperation between Ukraine and the Republic of Turkey in the energy sector in 1991–2021 was conducted for the first time, which allowed identifying its features and importance for the main stakeholders. Conclusions. Although during the period 1991–2021 the governments of both states signed the “Memorandum of Understanding in the Field of Energy between the Ministry of Energy and Coal Industry of Ukraine and the Ministry of Energy and Natural Resources of the Republic of Turkey”, which contained a number of proposals for cooperation in the fields of renewable and nuclear energy, development of deposits and extraction of hydrocarbon resources, the impact of cooperation between Ukraine and the Republic of Turkey in the energy sector in 1991–2021 on the domestic energy sector was minimal. In our opinion, the main reasons for this were poor logistics, the declarative basis of cooperation and critical underfinancing of this process. Thus, the main prospect of Ukraine, in the context of its cooperation with the Republic of Turkey in 1991–2021, in the field of energy was to fulfill the role of an alternative supplier of Turkish energy resources.
