Еволюція співпраці Україна – ЄС в умовах воєнного конфлікту

Abstract

Мета дослідження полягає в комплексному аналізі процесу європейської інтеграції України як стратегічного напряму її зовнішньої та внутрішньої державної політики, а також у виявленні чинників, які сприяли чи перешкоджали просуванню нашої держави до повноправного членства в Європейському Союзі. Спроба простежити історичну еволюцію євроінтеграційного курсу України, акцентуючи увагу на ключових політичних, правових та інституційних змінах, які відбулися з огляду на цей процес. Методологія дослідження базується на принципах історизму, науковості, об’єктивності, системності. Використано загальнонаукові (аналіз, синтез, узагальнення) та спеціально-історичні (історико-генетичний, історико-системний) методи. Наукова новизна роботи полягає в тому, що пропонується цілісне бачення євроінтеграції України не лише як політичного курсу, а і як системного процесу національного самоствердження, консолідації суспільства та формування нової політичної ідентичності. У роботі обґрунтовано тезу про те, що повномасштабна збройна агресія РФ не лише не зупинила, а суттєво пришвидшила та зміцнила євроінтеграційний курс України, перетворивши його з декларативної мети на практичну стратегію. Висновки. Європейська інтеграція стала невід’ємним складником національної ідеї України, чинником політичної єдності та інструментом відстоювання суверенітету й безпеки. Набуття Україною статусу кандидата в члени ЄС у 2022 році є не лише визнанням її поступу, а й юридично-політичною рамкою для подальших глибинних реформ. Так, євроінтеграція трансформується в реалістичну та незворотну мету, яка поступово реалізується через спільні зусилля державної влади, громадянського суспільства та міжнародних партнерів.

The purpose of the study is to conduct a comprehensive analysis of Ukraine’s European integration process as a strategic direction of its foreign and domestic policy, as well as to identify the factors that contributed to or hindered our country’s progress towards full membership in the European Union. An attempt is made to trace the historical evolution of Ukraine’s European integration course, focusing on the key political, legal, and institutional changes that have taken place in connection with this process. The research methodology is based on the principles of historicism, scientificity, objectivity, and systematicity. General scientific (analysis, synthesis, generalization) and special historical (historical-genetic, historical-systemic) methods were used. The scientific novelty of the work lies in the fact that it offers a holistic view of Ukraine’s European integration not only as a political course, but as a systemic process of national self-affirmation, consolidation of society, and formation of a new political identity. The work substantiates the thesis that the full-scale armed aggression of the Russian Federation not only did not stop, but significantly accelerated and strengthened Ukraine’s European integration course, transforming it from a declarative goal into a practical strategy. Conclusions. European integration has become an integral part of Ukraine’s national idea, a factor of political unity, and an instrument for defending sovereignty and security. Ukraine’s acquisition of EU candidate status in 2022 is not only a recognition of its progress but also a legal and political framework for further profound reforms. Thus, European integration is transforming into a realistic and irreversible goal, which is gradually being implemented through the joint efforts of the state authorities, civil society, and international partners.
